The first report by the Independent Patient Choice and Procurement Panel has now been published. They were asked to review a contract award decision for ADHD services. Their advice to the commissioner is that it should abandon its procurement process as a contract award would breach NHS procurement rules (the Provider Selection Regime regulations).
